Holy crap, I know right!? Everyday I wonder for a way to do this. Colouring each frame by hand burns away my sanity. DX
I do something somewhat similar to that. I fill the lines layer with colour, but I cut and paste the appropriate colours to their respective layers, however, there are often smaller spaces that don't get filled since the fill tool is "blocked" by lines... so it's still kinda irritating. Your technique may be better though. ._.
Have you found the "Color Beneath" Brush setting? I don't have Flash in front of me, but under the icon that says "Color Normally", you can click and hold down, and a sub-menu will pop up. Pick "Color Beneath/Underneath" and it lets you color underneath lines you've already drawn I use that for the really tiny spaces
I think I recall that, of course, when transferring the filling, you then need to select the small spaces that were filled out, which creates a similar problem. Although, this isn't really a problem via what you do.
